The distribution of adult games in Japan has taken another hit with the recent decision by retailer Surugaya to restrict access to such content on its online store. The measure is linked to ongoing discussions with payment processors, as reported by listing management partner Talos EC on May 20.

According to the official statement, the company is “in a situation where it is necessary to discuss payment processing methods with our providers.” This suggests that the restrictions on adult games in Japan are tied to the policies of credit card companies and other financial intermediaries.

Since 2024, several Japanese platforms such as DLsite, Fantia, Skeb, and DMM have faced similar restrictions. In many cases, the reasons are not clearly explained, and vendors are simply informed that certain cards are no longer authorized to process transactions for adult products.

Adult Games in Japan and the Lack of Transparency from Payment Processors

Japanese parliament member Taro Yamada commented on the complexity of the payment system, which involves multiple layers between credit card companies and sales websites. Yamada stated that it is still difficult to identify which party is enforcing these restrictions.

Despite the suspension, Talos EC stated that it is working to restore adult content sales soon, as long as clear rules can be established with payment companies.
