It’s not uncommon for cosplayers to recreate scenes from famous anime, especially from iconic episodes like the 10th of Madoka Magica. The twist here is that they did it in the middle of a strong storm.
If you’ve never watched Madoka Magica, without giving too many spoilers, the characters Madoka and Homura are exhausted after facing a major enemy. They are in a destroyed city, with rain and flooding all around.
In the images from the above episode, the two characters are in a city devastated by a storm. These cosplayer friends took advantage of a storm hitting their city to film the scene in the street, with the ground soaked:
