In recent days, Japanese developers of adult games on Steam have encountered a major issue: Japanese banks are blocking the transfer of their earnings from overseas. This problem was brought to light by politician Taro Yamada, a member of Japan’s upper house, through his X (formerly Twitter) account and a YouTube broadcast.

According to Yamada, many adult game creators are unable to transfer their profits from Steam’s U.S.-based bank to Japanese bank accounts. This issue has been confirmed by both the Financial Services Agency (FSA), which regulates banks, and the Ministry of Economy, Trade, and Industry (METI), which oversees the gaming industry.

Why Are Japanese Banks Blocking These Payments?

During a hearing with the FSA, banks provided a vague explanation, stating that the decision was not made solely because of adult content. Instead, they claim it is a “comprehensive decision” based on laws such as the Act on Prevention of Transfer of Criminal Proceeds and the Foreign Exchange and Foreign Trade Act.

However, Taro Yamada disputes this reasoning. He argues that if these transactions are legal and properly disclosed, they should not be blocked. He is currently working with the FSA and METI to find a resolution for affected developers.

This is not the first time financial restrictions have impacted Japanese creators. In December, the Aellune dating site temporarily lost access to Visa payments. Additionally, bishoujo game developers, manga platforms, and fanart sites have faced similar issues.

Given that Japan promotes anime and gaming as core industries for economic growth, these restrictions seem counterproductive. It remains to be seen how the Japanese government will address this situation and whether a solution will be found for adult game developers on Steam.
